About the Webinar:

Now more than ever, public health systems must clearly explain how strategies, programs, and services deliver better health outcomes for people and communities. During this one-hour webinar, sector leaders will share how they advance public health in their respective communities and how Clear Impact plays an important part in those efforts. The Arkansas Department of Health will present their accreditation from the Public Health Accreditation Board and Scorecard is used to publicize state health assessment data and to manage the department’s Strategic Plan. Forsyth County Public Health will present how they use Scorecard to implement their Community Health Improvement Plan (CHIP) and integrate it with state initiatives from the North Carolina Health Department.

About the Presenters: 

Rupa Sharma serves as the Epidemiology Manager overseeing the Performance and Evaluation Services within the Chief Science Office at the Arkansas Department of Health (ADH). With over 27 years of progressive leadership at ADH, she has held roles including Chief Epidemiologist and Director of the Office of Performance Management, Quality Improvement, and Evaluation.

Her expertise spans public health program evaluation, performance management, strategic planning, epidemiology, and biostatistics, as well as agency accreditation and grants management. Rupa has worked extensively across programs such as Oral Health, Injury Prevention and Substance Misuse, Cancer Control, and infectious disease response including COVID-19, Zika, and HIV/AIDS.

She holds a Bachelor’s and Master’s in Zoology, was awarded the Mahendra Vidya Bhushan for academic excellence, and earned a Fulbright Scholarship to complete a Master of Public Health at Colorado State University.

Jasmine D. Harris, MPH, CHES®
Jasmine Harris serves as the Coordinator of Health Services for the Coalitions and Community Engagement (CCE) Section at the Forsyth County (NC) Department of Public Health. She earned her bachelor’s degree from North Carolina Central University and a Master of Public Health with a concentration in Community and Health Behavior from East Carolina University. In her role, Jasmine leads efforts to strengthen community partnerships and advance public health priorities. She has guided the alignment of Forsyth County’s Community Health Improvement Plan (CHIP) with statewide initiatives, ensuring local strategies reflect North Carolina’s broader health improvement goals. Through her leadership, she continues to foster collaboration across sectors to create healthier, more equitable communities throughout Forsyth County.

Dr. Donnie Ray Hale, Jr., Ed.D. is Vice President of Strategic Partnerships and Community
Engagement at the Institute for Educational Leadership (IEL), where he leads initiatives in
relationship building, fundraising, leadership development, and community school capacity
building. He has over 20 years of experience in higher education, community engagement, and
strategic partnerships, including leadership roles at Florida Memorial University, the University
of Central Florida, and Florida International University. His work focuses on race, educational
access, human development, and systemic equity.

As a Senior Consultant at Clear Impact and Education Lead, Dan Duncan brings a wealth of Results-Based Accountability (RBA), Asset-Based Community Development (ABCD), and Collective Impact experience to Clear Impact clients across the country. He uses his experience to help clients and communities achieve even greater community-level outcomes.

After receiving a Master of Social Work (MSW) from Arizona State University, Dan started his professional career as the Co-Founder and Executive Director of the Community Food Bank and the Executive Director of Information and Referral Services, both in Tucson, Arizona.  Prior to joining Clear Impact, he spent almost 30 years as a United Way leader.
