[Results-Based Accountability] is such a beautiful model in so many ways. It allows you to measure your program… You might know how many people walk in the door, but when they walk back out the door, are they better off because of it? But at the same time, it allows for that macro side of it… as a community what do you want to achieve? … and that’s what Results-Based Accountability did.

In this episode of Conversations with Clear Impact, we speak with Michael R. Clark, Executive Director, Housing and Family Services, Queen Anne’s County Dept. of Community Services. Michael shares his journey through the early days of Results-Based Accountability and how it informs his daily work in his work in Queen Anne’s County. His work focuses on the all important “but is anyone better off?” question that often plagues social sector work before using the lens of RBA.
Michael Clark is the Executive Director of Housing and Family Services for Queen Anne’s County, where he leads the Housing Authority, the Housing Division, and the Local Management Board. He’s passionate about making sure residents have access to safe, quality housing and that families and children receive the support they need to thrive. Michael has been at the helm of the Local Management Board since 1997, helping to shape and strengthen community programs across the region.
With a Bachelor’s in Psychology and a minor in Business from Salisbury University, plus a Master’s in Counseling from Villanova University, Michael brings over 30 years of experience in human services. His work is grounded in a strong understanding of community needs and how to meet them through practical, people-focused solutions.
Outside of his day-to-day role, Michael is active in violence prevention counseling and has served on the boards and leadership teams of several nonprofits. He also draws on his experience as a business owner and consultant in the property sector to inform his work. When he’s not working, you’ll likely find him enjoying time with his wife, Michelle, and their two kids, Alexis and Lane—a reminder of why community and family remain at the heart of everything he does.
