Philip Lee, president of Clear Impact, consults and teaches in strategic management for measurable impact, leadership development, and organizational development in the public and nonprofit sectors. Mr. Lee’s areas of expertise include Results-Based Accountability, interest-based negotiation, leadership development, and building learning organizations. Mr. Lee is also an executive coach and facilitator.

Mr. Lee’s work has included:

  • Helped the Health Resources and Services Administration of the U.S. Department of Health and Human Services design and implement a performance management system focused on client impact for a system of 1,400 health care centers operating 10,400 sites that now serve over 24 million patients.
  • Designed and, since 2001, has been the lead faculty in the National Institutes of Health Senior Leadership Program.

Mr. Lee’s Federal clients have included: Health Resources and Services Administration of the U.S. Department of Health and Human Services; National Institutes of Health; Department of Commerce; Food and Drug Administration; Department of the Treasury; Department of Justice; Intelligence Community; Centers for Disease Control and Prevention; and National Center for Advancing Translational Science.

Mr. Lee’s state and local and nonprofit clients have included: The California Endowment; the Annie E. Casey Foundation; the City of Baltimore; the Maryland General Assembly; the Maryland Department of Education; Montgomery County, Maryland; Fairfax County, Virginia; the Alameda County, California, Interagency Children’s Policy Council; the Connecticut State Department of Children and Families; CASA de Maryland; and the Georgetown University Center for Juvenile Justice Reform.

Background:

Mr. Lee earned his J.D. from the University of Maryland School of Law and his Master of Public Management from the University of Maryland School of Public Policy, with a concentration in public sector financial management. Mr. Lee also studied negotiation at the Harvard Program for Lawyers. He formerly served as a senior fellow at the University of Maryland School of Public Policy and as an attorney in an international law firm. Mr. Lee is a former chair of the boards of directors of the Maryland Public Justice Center and Advocates for Children and Youth.
