The Ministry of Business, Innovation, and Employment in New Zealand will begin using the Clear Impact Scorecardperformance and accountability software (developed by Clear Impact) to streamline and improve the contracting process between government and NGO partners.

Clear Impact, developers of the Clear Impact Scorecard performance and accountability software, and New Zealand’s Ministry of Business, Innovation, and Employment (MBIE) have just finalized a contract to have the Clear Impact Scorecard software support MBIE’s Streamlined Contracting project. Over the next year, MBIE will begin rolling out the software to various ministries within New Zealand to manage and improve contracting processes between the government and NGO partners.

MBIE’s Streamlined Contracting project aims to create greater consistency across government agencies, through the use of shared performance measures across programs to streamline reporting. This will reduce duplication and enable NGOs to focus on service delivery. MBIE has chosen the Clear Impact Scorecard to support these initiatives since the software offers an interactive interface to easily collaborate, share data, report on shared performance measures, manage projects and strategy, and improve community impact all in one integrated software tool.

Clear Impact Scorecard also uses and is built upon the Results-Based Accountability™ (RBA) framework—a decision-making framework used around the world to improve the lives of children, families, adults, and communities. In New Zealand, RBA is used across a wide range of sectors including social services, health and disability, local government, Whānau Ora, community development, environmental development, sports and recreation, and commercial sectors. RBA is incorporated within the Contracting Streamlining Framework as the mechanism to support an increased focus on outcomes in New Zealand’s government contracting.

One of the hallmark features of RBA is the ‘Turn the Curve’ thinking process—a series of questions asked to help reverse a negative trend or accelerate a positive one within a community or organization. Clear Impact Scorecard’s Turn the Curve Feature takes users through this process step-by-step, allowing them to focus on improving the most important measures and spending more time focusing on creating positive, measurable impact within the community.

Clear Impact Scorecard was chosen as the support tool for New Zealand’s Streamlined Contracting project because it will allow MBIE to be more efficient and work in a more collaborative, coordinated, and disciplined way. With Clear Impact Scorecard it can spend more time focusing on making a difference and “Turning the Curve” on important measures, rather than figuring out how to report and share data.
