Submission Overview: Smart Incentives is an organization that helps communities use economic development incentives to achieve their targeted development goals. In this study, Smart Incentives took a look at state incentives for hiring people with disabilities. Their research found that hiring incentives work to create a more equitable workforce, but that many of these incentives are small, under-utilized, and leave many potential beneficiaries un-served. The research also reveals that there is a clear racial disparity in hiring practices for individuals with disabilities. Using the Results Based Accountability framework, Smart Incentives proposes a solution to this problem.
