From June 1st to 1st 3rd 2016, Clear Impact held the 3rd international RBA Summit (Measurable Impact 2016) in Baltimore, Maryland. More than 200 public sector leaders, elected officials, and nonprofit professionals attended this event to learn more about Results-Based Accountability and how it is improving the lives of children, adults, families, and communities around the world.
Guests learned from well-known RBA practitioners and government officials including Stephanie Rawlings-Blake ( Mayor, Baltimore City), Mark Friedman (Director, Fiscal Policy Studies Institute and creator of RBA), Diana Urban (Connecticut State Representative), Molly McGrath Tierney (Director, Baltimore City Department of Social Services), Arlene Lee (Director, Maryland Governor’s Office for Children), Michael McAfee (Vice President of Programs, PolicyLink), and Michael Lauer (Deputy Director for Extramural Research, National Institutes of Health).
Guests appeared particularly moved by McAfee’s Keynote, during which he shared an inspiring story about his journey to performance and results accountability. Throughout his speech, McAfee encouraged guests to have the courage to speak up about results and performance in their own organizations and to remember that we are all accountable for population-level improvements in wellbeing.
Guests also heard a special keynote from Baltimore’s Mayor, Stephanie Rawlings-Blake, and Budget Director, Andrew Kleine. The Mayor spoke about how “Turn the Curve Thinking” is already helping to improve well-being in Baltimore while Kleine spoke about the importance of using data and a results-based process to guide government budgeting.
While presentations showed incredible variety in content and style, themes that surfaced included evidence of RBA implementation success, RBA implementation tips, the usefulness of the Clear Impact software as an RBA implementation tool, and evidence of turned curves on worldwide population indicators like children in foster care, children ready for school, youth homelessness, and others.
