About 12 years ago, I was working in the New Zealand health system and searching for a way that would help me to focus on results, rather than the outputs of service delivery. At that time, I didn’t have the words or the method to articulate outcomes until I stumbled upon Results-Based Accountability (RBA). I was immediately captured by the simplicity of RBA and the clarity it gave me regarding population and performance accountability. RBA provides an easy way to identify, design, and implement an outcome-focused approach to health and wellbeing. For me, RBA is like a waka (a canoe). It enabled me to frame what “good” looks like in a clear and meaningful way.

Fast forward to 2018. Our company, Shea Pita & Associates, was asked to write a report about outcomes with RBA featured heavily, as the New Zealand government endorsed using RBA in a new whole-of-government contracting approach called ‘streamlined contracting’. We were fortunate to roll out the RBA training and be part of the process.

The following report (linked below) is an overview of what happened and provides a snapshot of some data. I hope you find it of interest. There are many lessons to be learned post-roll-out, and many are universal to any country in terms of what worked and what didn’t. On April 22nd, 2021, the New Zealand Government announced a major reform of our health system. Outcomes and equity are key focuses; in particular, indigenous equity.

I am proud to have played a small role in that process, and I used my RBA knowledge to help shape my input. Overall, it’s important to celebrate success and there is always more work to be done.
