The most elementary level solution to this problem would be simple: Give homeless people homes. This strategy was first adopted by Salt Lake City, Utah, in 2005 and spanned for 10 years until 2015. By building hundreds of units specifically designed to house the homeless, Utah was able to reduce chronic homelessness by a staggering 91 percent. On the surface, this seems like the most viable option to getting people who currently live on the streets into proper housing, but that in itself is the problem. This solution only addresses currently homeless people without accounting for the homeless in the future. In reality, four major factors contribute to the homelessness crisis besides the lack of affordable housing. These factors are unemployment, poverty, mental illness, and substance abuse. Without addressing each of these issues independently, the homelessness problem will continue to surge.
